           David Hoicka is a Senior Executive and Advisor for Affordable Housing and Social Housing programs internationally. He has extensive experience on Sustainable Affordable Housing and Community Development including managing and teaching large HUD housing programs nationally across the USA and internationally.

           David Hoicka is interested in multicultural communities that work, empowering our residents, and growing positive relationships with our larger community.

           David Hoicka specializes in Green Affordable Housing, its Development and Financial Management.

           Applying multi-cultural and international best practices to enhance affordable housing, David Hoicka has worked on programs of all sizes, developing and managing innovative housing and community development programs for 1000s of families.

           David Hoicka prepares for future growth of the affordable housing program. For example, this includes overseeing national design competition to create Green redeveloped units of Elderly Housing and mixed uses, about $10 million.

While some of these improvements and upgrades may entail more upfront cost, most will pay for themselves in relatively short order, and therefore make not only good common sense, but good financial sense!

Assisted Living Conversion Program (ALCP) Notice of Funding Availability (NOFA) 2012 Expansion to Service Enriched Housing Closes May 15, 2012. On March 13th, HUD announced a NOFA for its ALCP grant, used to convert multifamily apartment complexes into assisted living facilities for low-income senior citizens. However, the ALCP program has now been expanded to give the option of converting to Service-Enriched Housing (SEH).

Housing Notice 2012-6 (link to ) requires all Contract Administrators and project owners and management agents of Project-Based Section 8, Section 202, Section 811, Section 236 and Section 221 (d)(3) rental assistance contracts to obtain Dun and Bradstreet Number System (DUNS) Numbers and register in the Central Contractor Registration (CCR) within 60 days. Utility Allowance Guidance from Region X

The Multifamily HUD staff in cooperation with the Performance Based Contract Administrators (PBCA) have developed guidance to assist owners and agents with calculating tenant paid Utility Allowances. The Regional Guidance combines information from HUD Handbook 4350.1, Chapter 7, and the Clarification of Utility Allowance Regulation Memorandum issued by Carol Galante, Deputy Assistant Secretary for Multifamily Housing Programs, on June 20, 2011. The purpose of the Regional Guidance is to inform owners and agents what information/documentation is needed to properly calculate a Utility Allowance based on a prudent tenant's usage.
2012 Annual Adjustment Factors Announced

Revised Contract Rent Annual Adjustment Factors (AAFs) for 2012 were published, effective April 13, 2012. The AAFs are used to adjust the contract rents on the anniversary date of the assistance contract for some multifamily projects.

Notice Requiring Owners with Project-Based Rental Assistance Contracts or Section 202 or 811 Project Rental Assistance Contracts to Obtain Dun and Bradstreet Numbering System (DUNS) Numbers and to Register in the Central Contractor Registration (CCR) provided the regulatory reporting requirements and guidance for legal entities receiving federal assistance. The Department will issue a Housing Notice shortly clarifying that this requirement also applies to RAP and Rent Supplement contracts.
