David Hoicka is interested in multicultural communities that work. He has extensive experience on Green and Affordable Housing and Community Development including managing and teaching large HUD affordable housing programs nationally across the USA and internationally.
Adding value to operations with his deep and innovative collaborative leadership background, David Hoicka has overseen financial and operational management of programs of all sizes, creating and/or managing low income housing and community development programs for 1000s of families.
David Hoicka improves lease-up & occupancy, and reduces vacancies, & unit turnover. For example, this includes Energy Performance Contracts (EPC) to increase energy efficiency and reduce costs for thousands of units.
David Hoicka prepares financing and capital budgets, energy efficiency, renewable energy, historical preservation, green space preservation. Also David Hoicka works on Capital Fund Plan financing, procurement, budgeting and cost analysis management.
He creates and implements cost-effective programs for affordable housing and job training. David Hoicka has served with neighborhood groups on community boards for affordable housing and community development.
He has worked on homeownership for social housing, as well as jobs, educational, medical, and other facilities. David Hoicka's work involved establishing objectives and performance goals, monitoring progress toward their achievement and setting priorities based on changing requirements.
